Mendez Herbruger\u63d0\u9001\u7b2c5007\u53f7\u300c\u7ef4\u6301\u5c31\u4e1a\u7d27\u6025\u6cd5\u8349\u6848(LeyEmergente de Mantenimiento de Empleo\u300d(\u6ce8)\u4ecd\u906d\u56fd\u4f1a\u6401\u7f6e\uff0c\u74dc\u5730\u9a6c\u62c9\u7eba\u7ec7\u6210\u8863\u4e1a\u6ca1\u6709\u8d22\u7a0e\u5956\u52b1\u63aa\u65bd\u3002<\/p>\n<p>1991\u5e74\u81f32001\u5e74\u662f\u7eba\u7ec7\u6210\u8863\u5de5\u4e1a\u6700\u8f89\u714c\u65f6\u671f\uff0c\u5360\u56fd\u5185\u751f\u4ea7\u6bdb\u989d18.3%\u3002\u74dc\u5730\u9a6c\u62c9\u7eba\u7ec7\u6210\u8863\u516c\u4f1a\uff08Vestex\uff09\u8868\u793a\uff0c\u74dc\u5730\u9a6c\u62c9\u5df2\u8f6c\u578b\u671d\u5411\u5177\u8bbe\u8ba1\u611f\u670d\u9970\u589e\u52a0\u4ea7\u54c1\u9644\u52a0\u4ef7\u503c\u4e4b\u65b9\u5411\u53d1\u5c55\u3002<\/p>\n<p>\u76ee\u524d\u74dc\u5730\u9a6c\u62c9\u7eba\u7ec7\u5382\u8ba141\u5382\u5bb6\u3001\u7f1d\u7ebf\u538222\u5382\u5bb6\u3001\u6210\u8863\u52a0\u5de5\u5382158\u5382\u5bb6\u3001260\u5bb6\u6210\u8863\u96f6\u4ef6\u53ca\u6210\u54c1\u670d\u52a1\u5382\uff1b\u97e9\u8d44\u6210\u8863\u52a0\u5de5\u538283\u5bb6\u3002\u4e3b\u8981\u6210\u8863\u51fa\u53e3\u7c7b\u522b\u4e3a338\/339\u68c9\u8d28\u8863\u7269\uff1b638\/639\u5408\u7ea4\u8863\u7269\uff1b647\/648\u5408\u7ea4\u8863\u7269\u3001\u957f\u88e4\u3001\u6064\u886b\u7c7b\uff1b347\/348\u68c9\u8d28\u8863\u7269\u3001\u957f\u88e4\u3001\u6064\u886b\u7c7b\uff1b336\/636\u68c9\u8d28\u53ca\u5408\u7ea4\u670d\u9970\uff1b232\u68c9\u8d28\u53ca\u5408\u7ea4\u7ae5\u88c5\u7b49\u300290%\u6210\u8863\u8f93\u5f80\u7f8e\u56fd\u3002<\/p>\n<p>\u6ce8\uff1a\u7531\u4e8e\u4e16\u754c\u8d38\u6613\u7ec4\u7ec7(WTO)\u89c4\u5b9a\u74dc\u5730\u9a6c\u62c9\u4e8e2015\u5e7412\u670831\u65e5\u524d\u5fc5\u987b\u5b8c\u5168\u53d6\u6d88\u5de5\u4e1a\u4ea7\u54c1\u51fa\u53e3\u8865\u8d34\uff0c\u610f\u5373\u5e9f\u6b62\u7b2c29-89\u53f7\u300c\u632f\u5174\u51fa\u53e3\u53ca\u52a0\u5de5\u533a\u6cd5\uff08Ley de Maquilas\uff09\u300d\u53ca\u7b2c65-89\u53f7\u300c\u81ea\u7531\u5de5\u4e1a\u533a\u6cd5\uff08Ley de Zonas Francas\uff09\u300d\u7b49\u52a0\u5de5\u533a\u53ca\u81ea\u7531\u5de5\u4e1a\u533a\u4eab\u670910\u5e74\u6240\u5f97\u7a0e\u53ca\u5176\u4ed6\u8d22\u7a0e\u4f18\u60e0\u3002\u7eba\u7ec7\u6210\u8863\u4e1a\u885d\u51fb\u6700\u5927\u3002<\/p>\n<p>\u7b2c5007\u53f7\u300c\u7ef4\u6301\u5c31\u4e1a\u7d27\u6025\u6cd5\u8349\u6848(Ley Empleo\u300d\uff0c\u4e3b\u8981\u76ee\u7684\u662f\u7a33\u4f4f14\u4e07\u4e2a\u5c31\u4e1a\u673a\u4f1a\uff1b\u540c\u65f6\u53ef\u5438\u5f15\u65b0\u6295\u8d44\u53ca\u521b\u9020\u65b0\u5c31\u4e1a\u673a\u4f1a\u3002\u7b2c5007\u53f7\u300c\u7ef4\u6301\u5c31\u4e1a\u7d27\u6025\u6cd5\u8349\u6848\u300d\u4ec5\u9488\u5bf9\u76ee\u524d\u7b2c29-89\u53f7\u300c\u632f\u5174\u51fa\u53e3\u53ca\u52a0\u5de5\u533a\u6cd5\uff08Ley de Maquilas\uff09\u300d\u53ca\u7b2c65-89\u53f7\u300c\u81ea\u7531\u5de5\u4e1a\u533a\u6cd5\uff08Ley de Zonas
